1987 electrical issue starting with ctsy/clock fuse
The CTSY/CLK circuit is quite complex, and there are several things that could be causing your problem. I'm sure that's why no one has responded to your dilemma, yet. Here's an '87 FSM on eBay now:

Don't be tempted with the Chilton's or Haynes repair books. They are too basic, and don't give you the information you need! If you have a Canary, they are okay for the bottom of its cage!
Wipers, may have gotten dirt in the switch. Disconnect battery, then move the switch on to off a dozen times at a little over medium speed, this may clean it up. Worth a try, quick and cheap.
For the blower, do you have the manual or automated environment controls? If manual, might try the same clean method, though I think it's probably not dirty switch connections. If the automated, it does try to keep at set temperature and won't blow when at the right temp. Try maxing out the temp for AC or increasing the fan speed manually.
Don't forget to check all fuses. Use a meter, don't just look at them.
