did the 1978 25th anniversary edition come stock with a 406?

Although there might be someone in the C4 section who knows, you'll find better answers in the C3 section.

No GM car came with a 406. 400 yes, but not a Vette.

No corvette ever had a 400 sbc. So the answer is no.
