I don't think there is any adjustment for the cover. The whole assembly should be able to be shifted slightly using slop in the mounting brackets. If not, you'll have to enlarge the holes.

Without looking at the mounting frame, I'm thinking might be able to elongate/slot the mounting hole to get lateral movement. With a dremmel, zip saw, or drill (with zip saw bit).
Thanks guys. I pulled the entire headlight assembly out because the light was not opening up full. I may have an aging motor (the 3 replacement bushings still look good after 17 years) and I see no motor replacements so far. I only need 1/16 movement. The 2 bolts at the bottom and the 2 studs on the top of the mounting bracket don’t allow much movement. I may have to sand and make a bigger light hole in that area. By the way I bought the car this way back in 95. I just retired and finishing my 88 is my number one project.
Sanding the cover where the scrape is easy to do also.
