1992 engine mis fire

1992 engine mis fire
Any ideas would be appreciated. Car has 77k miles
Colorado has an emission inspection that the car failed. High CO
.I took the car to a local repair shop today and had the spark plugs replaced. Number four spark plug was fouled. As I drove off the mis fire was still there.
Any ideas on what to try next ? Plug wires? SHOULD i GET THE $100 engine diagnostics?
