Went to get a smog check, passed everything except visual inspection. Technician found a vacuum leak which I found myself to be the elbow joint to the PCV valve. I jave bought an elbow and will replace it soon. The technician noted a Fuel Evap Controls: DISCONNECTED and Other Emission Related Components: DISCONNECTED. I suspect it is this nozzle on the purge vac switch because it *looks like it should be connected to something but I dont know to WHAT. Someone else is saying the line to the evap cannister out back is clogged? Ill post some pictures to show you visually. Anyway i have 9 days to retest and would love to get it done.

I replaced alot of vacuum lines usually it will fall down or you can just replace with a generic vacuum line. Look in the area and it should make sense. Someone may have a pic of what yours is to look like

I checked my car which is also a 1996 and found there is a rubber 90 degree elbow on the EVAP pressure control valve in question. This elbow is open to atmosphere, nothing is connected to it. According to the FSM, the port is used to apply vacuum to the valve in order to test the integrity of the diaphragm. Attached is a picture showing the valve and elbow in my car. Tell your mechanic to chill out, there is nothing wrong your car.
