My blower motor runs on high only. Replaced fan speed controller and ATC unit but still cannot adjust fan speed. Does not run when key is off or ac is off.
Which car? Do you have FSM ? Were both parts replaced for this condition? or something else? ATC? do you mean control head / display? Condition of blower power module connector?

1990 base conv. Do not know what FSM means. Both parts were replaced because the fan speed cannot be adjusted. Yes, the control head in the dash and the blower control under the hood near the blower motor. Connector was nice and clean.
Factory Service Manuals. Between the blower power module and the control head or dash control is the programmer. You need to check blower feed back circuit, between programmer and blower module. I not sure of programmer location.
There is a 5 amp fuse maybe labeled ac mod. On later models in dash on the 90 diagram I found location was underhood. The programmer controls the speed through the feed back circuit.

The picture you provided is what I replaced first. Then I replaced the control box in the dash and that did not fix it. There is a crusty looking fuse under the hood, right in front of the blower motor. It looks like a fusable link. That's probably the only thing that's been wrong all this time.

Corvettes are very expensive when you don't know what you are doing. I bought all those new parts and it turned out to be an 80 cent fuse. If you know anyone that wants to buy some good parts, let me know. haha.
