I'm sure one of you out there have experienced the same problem that I am now going through, just want to know how you fixed it. The Upper Hood mount in my car is loose as a goose. How can I prevent this? I've thought of drilling out the rivets, re-riveting, and a combination of High Strength epoxy.
Would this work? Any solutions would be greatly appreciated.

Considering there's the reinforcement between the headlamps for hood hinges, the upper hood support/strut mount and the hood latches at the rear L/R it might help if you mention which specific area is your concern. A snapshot of the area I'd think advisable also.
Guess I will just drill out the rivets, and replace...
Mine has the scissors mount so going on some thoughts here. If you drill out the rivets once the part is loose you'll still have the heads inside the opening in the hood. Unless there's a way to get them out you likely will have something rattling for the life of the car.
If that's an original '89 hood that support would have been attached with M6 bolts. I'd grind off the exposed visible rivet head so I didn't destroy or make worse the hood reinforcement. Repair is very dependent what you find.
**A closer look it seems yours is maybe misplaced and the 'nut plate' on an original hood would have been riveted and one rivet head visible. I might be able to post a snapshot later in the day.
I've an old '90 hood section and this is the hood strut bracket nut-plate as it's placed on a factory hood. You can see from the 'nut-plate' location that yours isn't correct. Yours I'd say is an '85 - '87 hood. There's options for 'correction' - much depends on talent and desire to actually secure it.
I'd probably 'Dremel' openings so that I could use M6X1 'u-nuts' to bolt it in correctly.
I will more than likely drill out the existing rivets, and see if I can bolt it up. I'm thinking of going with the short hood assist struts at the front of the hood, I'm currently working on the interior and getting it back into shape, replacing the inner and outer window sweeps, changing out the speakers, radio, and some of the interior panels.

You could use the M6X1 'u-nuts' if you wanted to salvage it in the current position also. To get an idea of how you would do the 'u-nuts' look at how the hood upper splash-shields are retained. You would be doing similar except substituting an M6X1 'u-nut'. Less than $3 in parts and less than 30 minutes time I'd think. That would certainly improve the security of the bracket to the hood.
Front hinge struts are 'assist only' - they aren't going to 'keep open'.
