Checking my '87 EGR solenoid per FSM, first bit is making sure it's holding vacuum when activated.
FSM says "The vacuum may bleed off slowly, but this should not be considered a fault." My test, the solenoid went from -5psi to 0 in about seven seconds. Is that "slowly" or "fasty"? Ie, solenoid okay or need replaced?
1) 7 seconds may be alright. The ECM may be activating by pulse, so vacuum will go down eventually. To confirm, bench test the solenoid. Hook up 12V to the correct leads and retest vacuum. My old one was fine with this test.
2) Do the same bench test for a new one. Mine from ZIP failed right away. Good thing I paid for 2 day air.
