Default 89 CA passenger window

passenger window will only go down about 3" and then will go back up to the top, never any lower
Thoughts ?

Did the 89 have the 'ribbon' style windows still? If so, it sounds like there is something hanging up inside the door. There is a black rubber cone-shaped guy that can wedge in the door funny and keep it from going up, but the tab it hits could get beneath the cone and keep it from going down instead. If a window adjustment screw comes loose, it can get wedged and keep the window from going down.

If you roll the window down as far as it can go, does the motor sound like it is still going afterwards? That is, when you hold the switch down, do you hear the window motor still, or does the motor stop when the window stops?

Also, when you go to roll the window back up, does it move as soon as you hit the switch up, or can you hear to motor start going for a second or so, then the window goes up?

If the motor can keep going down when the window is still, the ribbon might be bad. If the window doesn't go up right after the switch is pressed up, the ribbon might be bad.

But if neither of those are the case, I would suspect that the window is just jammed on something.
