Throttle cable adjustment?

Sorry, this looks normal to me. The "plain" cable is your throttle at it looks seated against the Throttle body.
The other cable with the plastic is for your cruise control. That will generally be loose until you engage the system and the vacuum pulls against the cable.

Get a friend to stomp on the gas (with the engine off!) and I be you will see the cable tighten up.
The Action of the TB is counter clockwise with the cable pulling from the bottom left to right (from your photo).
