My 96 has an ac isue where the car blows cold as long as the RPMs are up. When stopped, it blows hot air.

When you say RPMs does that equate to speed? I ask because if it is related to speed it could be a bad fan.
What is hot? Mine does not blow as cold at idle as it does at 2000 rpms or so. But it's only a 5-10 degree climb.

Do you know what the high and low side pressures were during servicing?

You had the A/C "serviced"? If so, what work was actually performed?

At idle check to make sure the AC clutch is engaging and not slipping on the compressor.

Take it back to where you got it serviced.
