Could someone let me know where I could find that it says that when a water pump that has gone bad is changed, the opti should be replaced also. Thanks, Jim

If I understand your question, there isn't an entry in the manuals that say you must replace the opti when the water pump has failed.
It's just very (very) common that the opti will be fouled after the water pump has dripped coolant on it for a period of time.
Unless you check the weep hole very often, it's likely that it drips for some time before it is detected. Since the opti is right under it and since the opti has lousy seals, when it cools it will suck whatever fluid is on it into it. The antifreeze fouls the bearings, optics and contacts to a point where the opti is usually beyond repair.
