cooling fan question

Default cooling fan question

So im sure its been asked before, and Im suck at searching.

There are 2 cooling fans. Which one is consider primely cooling fan, and secondly cooling fan?
And at what temp should primely cooling fan come on?

I had car sitting and idling for like 20min tonight, and my coolant temp went up to 223degrees, and fan never came on.
upon inspection, ive noticed that the driver side fan was spinning lazily(with climate control turned off). and passenger one is not moving at all.

Also, your profile doesn't provide any information on your car. There are significant differences among the various C4 engines, including cooling system designs.

And they properly did not come on.
On the 95 both fans operate at the same time. Both fans operate a both a low speed and a high speed.
The PCM commands the low speed operation at 226F and then turns them off when the temp drops to 221F
The fans do not come on at high speed until temps reach 235F and then off at 230.

The one exception to this (I believe) is when you turn on the AC both fans will default to high speed. Also the fans turn off once the car reaches a certain MPH as the air flow overcomes that brought on by the fans. This why it is so very important that the space between the AC condenser and the radiator is clear of debris.

So, pretty high temps before the fans are supposed to even come on. The excellent sticky that DGXR referred you to is the best compilation about C4 and over heating misconceptions. It was put together by long time member PLRX.

BTW in the C4 parts for sale section there is currently (as of this morning) for sale the 2-volume FSM specifically for 1995. BUY IT!! It is well worth the money.
