Default Cooling fan problem

The primary (left side) cooling fan on my '96 won't turn on at all no matter what the engine temperature is. Its supposed to turn on when the engine hits 230 degrees but it doesn't, the engine goes all the way to 260 (the highest reading on the gauge) and it still won't turn on. But when I turn the A/C on both the left and right fans turn on and the engine cools down. What's going on here, why won't the left fan turn on without having to turn the A/C on? Any help is appreciated.

Nevermind, it turns out it's working normally. I did some searching on this forum and found the right way to check it. I was relying on the analog gauge, it turns out that to properly check it you should use the digital temp feature by using the gauges button on the dash. When the digital gauge hits 228 degrees both fans turn on and when it cools down to about 215 degrees they turn off. The analog gauge reads almost 260 degrees when the digital one is at 228. With that being said, is there a way to make the fans come on at a cooler temp and shut off at a cooler temp? I don't like the engine running that hot, I would like to see the fans turn on at about 200 and turn off at 180. When the A/C is on it runs much cooler, the fans run all the time and cycle between low speed and high speed and keep the temp in the mid 190's to the low 200's. Why is it set to maintain a much higher engine temperature when the A/C is off vs. when it's on?

Just turn on the AC. It's not going to hurt anything and both fans will run at high speed by default.
On your 96 the temp on/off settings are done via tables in the program.
