Since the blend door is moving on command the controller is ok.

Do you know if the blend door is moving through its full range of travel, i.e. to fully "hot" and fully "cold" on command?

Yes . It may be a solid rod to block the flow or corroded shut. I'd check that first.

No the water line to heater. PO may have put a soloid rod in to block water flow. Long shot but many have blocked heater flow lines.

Yes those hoses should be both hot or no heat.

Hose coming from the cylinder head is the feed pipe to the heater core, the one that has or should have a restrictor in it (some call it a check valve, its a spring loaded restrictor that reduces flow to the HC core as the engine revs increase)
I would be verifying that there is flow through the heater core by reverse flushing it, everything on my C4 seemed okay but no heat which turned out to be some sludge in the heater core that was easily removed by reverse flushing. Important, don't use high pressure to reverse flush the core, if you burst it you will be cursing a lot!

I just took the hose that is on the top fo the water pump and disconnected the hose where the check valve would be.Then used my water hose to spray into the hose tha would come from the pump nasty water came out from where the check valve would be for a while. So now I'll op check in a bit.
