I would start by calling Bryan at BATEE.COM as he is the "Wizard" of the Digital Dashboards.
Last year I rebuilt my dashboard and was very happy with the materials and parts from BATEE.com. I was surprised as I found connectors that were warped from age or something but the center contacts were no longer making contact all the time. Some of the components that were in the original dashboards had service lives of 15 years and they are passing thirty years old on my C4. Now my dashboard and my C68 A/C controller both work like they were designed to all thanks to BATEE.COM. The best part is that the prices to fix these parts is not bad at all and he can even sell you newer style bulbs that don't burn the PC boards in the dashboard. Batee.com is a "one-stop-shop" for the the digital dashboards that our C4's came with.

Thats what i think also..But i put volt meter to power line at distributor and when i turn key off it goes right down to zero...It seems like a short kind of..Wiring seems good and car starts fine. Funny thing is it seems to b worse when car is cold
