Default Temp Gauge Issue

I have a 92 Convertible where the temp gauge is not reading but the digital gauge is showing proper temp as the car warms up and is driven. Is this a sensor issue or a cluster issue?
Any insight would be greatly appreciated.

The dash gauges are more of indicators than an an accurate gauge. The needle sits in a " normal" range midway in range. GM went away from a full graduation because gauges were rarely accurate. If you have a variable resistor you could test cluster and related wiring from temperature sensor connector.
