If you don't use heads with the internal "crossover" ports, and you try to convert to the external EGR style, you'll fail the visual of the smog test. Can you even buy aluminum heads with peripheral valve cover hold down bolts? Fail again! Here's some iron head info for you:

For the valve cover concern if that would fail as well. Man, I'm glad I don't have to deal with that level of scrutiny.
