Stock gear it's not.in overdrive it's in 3rd. Make sure shifter cable correctly adjusted. Drive it in D (3rd) see what RPMs are the move shift to OD see if it will shift.
I just had the 700R4 rebuilt in my 1990 and on the highway at 60\65 I'm at 3000 RPMS does that seem right ?
You've many things to consider! A '90 is well known for tach error. If you have C68 check with the AC Control. With the KEY- ON but NOT RUNNING > does the tach needle park @ 0? They 'rebuilt' your unit and used your VSS drive/driven etc?
Well I was just reading about the 90' having tach issues ....So I better check that out first .....After considering that issue ..... I called the shop who did my rebuild and he said the tach was off sometimes by a lot but averaged 1k off with his testing equipment and that he forgot to tell me......this is my 3rd Vette' but my first C4 ....thanks for the input all!

Instead of guessing, perhaps a scanner can tell you this and so much more? Not a code reader, a scanner.

Well done!!
Checking TCC operation and complete operation I'd think a 'do soon'! KEY ON - NOT RUNNING that parks @ 0 hints reliable. KEY OFF it can park any where!!
