The way I had done it in the past was to loop a piece of Mechanics wire and a Inspection Camera ( the type you stick in walls and odd spots) in the early L-98 Era you can take inner fender out and use the Wire & Camera and Curse a lot and try to loop the Latch arm. In later cars it gets Tougher because the Coolant tank is in the way, and it might force you to try to come in from the windshield and push down the Hood seal. Either way No Joy
Also did you check that both cables are connected at pull handle

Glad it worked out last time I had to do it wire cameras were super expensive and unheard of was lucky I had a M.D. who had an old one for throats and he took pitty and brought it home
While you have it open, there are kits out there that you can hook an extra wire to each of the hood releases and put the other end up by the wipers. You can hook the end of the wire and pull it to release the latch. It's cheap insurance and save a lot of headaches and cost if your hood release cables ever fail.

Some guys use fishing leaders, our use stainless steel aircraft wire with cramps from Home Depot. This is always my very first recommendation for new owners exclamation mark you are lucky to have escaped without cutting up your hood!
Y'all, learn what bailing wire is, that's what I made my emergency openers out of. Work well, don't flop around and cost almost zippo. Bailing wire is useful for allllll kinds of things. Like hanging the brake calipers while replacing rotors.
Hint: there are multiple gauges of bailing wire! Big stuff is very interesting, I made a hangup snap-on for something I forget.
