Recently put in new bulbs and polarizing film on my 1986 gauge cluster. When I turn the car on and rev the engine the MPH tachometer will not change numbers and the green lines won’t raise up. Any tips?

That’s the speedo. So it will only change when you are moving. But I’m sure you know this so I must be missing something. The 7 on the display may actually be zero if all segments are not working.
The display looks good though.
If it worked before you did anything to it, retrace your steps and go back over your work. I would suggest taking it out and apart again and checking all the pins in the cluster for any that might have gotten bent. If they look good, proceed to reseating the board and harness connector then trying it before you reassemble the dash. Those would be the steps I would take.
It sounds like when you re-assembled the cluster, the connector blocks did not get positioned correctly. These blocks actually connect the LCD panel to the circuit board so their alignment is critical and if the LCD panel worked before you took it apart, I would suspect that it is not connected correctly to the driver board via these blocks.
