Default Wheel question?

What year did Corvettes come with 8 1/2" wide rims on the front and 9 1/2" rims in the back? Were they turban wheels like the 92 Vettes?

Base models had that "stagger" from 93-96. They are the sawblade style. In 1996 only, the Collector's Edition and GS convertible came with 8.5" front five-spoke A-Mold wheels.

I have also read that the '84 Z51 had 8.5" front and 9.5" rear.

That's true. They were 16" and had 32mm offset, as opposed to the 56mm offset of the later 17x8.5.
