'94 Headlight motor brackets missing. Need advice.
Headlights stopped rotating correctly two weeks ago. So I watched repair videos on Youtube.
Bought brass gear kit on Ebay. Tore down headlights.
Surprised to find brass gears previously installed, with a couple of screws missing.
Found motor wire chewed through on passenger side. Fixed wire.
Noted missing triangular brackets that I saw on videos. (see photo.
Reinstalled headlight assemblies.
Driver's side turns halfway.
Passenger side motor not functioning, despite power going to it as proven by test light.
What should I do next?

NOTE: Photo shows missing brackets. They have never been in place since I bought car 2 years ago. What do they do? Do I need them? This headlight motor bracket is missing on both sides.
