Very bad loud low end knock. Car has sat for years. I will know more later when I pull the motor and find out what really happened. But I was just looking for information so I can be ready when decision comes. Budget is conservative, want to build a nice cruiser with some punch. One step up on the cam so I don't have to get into tuning and all of that. It will be a weekend driver.

Because it's a lt4 you would want to keep top end; and replace short block if necessary. Blueprint and Golen but I don't see the savings. It seems local machine shop should be able to build one for less, even if you don't DIY. There are/were LT1s in C4 parts sub forum.
Personally, I have an LT4 and I'm keeping the original block / matching numbers. It's a one year car / engine / driveline combo and I've been around long enough (more than long enough) to foresee that that not having an original "numbers matching" engine can really diminish the value of the car. For instance, I had a 61 fuelie, which someone had taken out the original 283 fuel injected engine and replaced it with a carbureated 327. Sure, it probably seemed like a good idea at the time. With that said, what you can't see are the engine internals and the rotating assembly of an LT4 is just a spiced up chevy small block and can be easily rebuilt from "mild" to "wild" for corresponding prices.
Long story short, if the block isn't damaged, keep it.
