89 l98 manual vette. Had a leaky head gasket so after getting all that fixed and put back tried to start the car and the starter wouldn’t do anything. got a new one from oreillys and put it in. the starter spins but doesn’t engage. went and got it tested and it worked perfect, engaged and everything. starter engagement relay is good and all the teeth on the flywheel look good. currently thinking that it is possibly a bad ground or something but not sure... any ideas?

Maybe it's not shimmed correctly and binding. Did you check for the 1/8" clearance? Are you sure it's spinning and not just pushing the gear out? The solenoid pushes the gear out and sends power to the starter motor. If it's shimmed correctly and spinning, it seems like a bad solenoid to me. It gets ground from the block.

We had purchased a reman and went ahead and returned it. Ordered a 100% new one and gonna try again today, bought some shine as well. Also realized that it did connect with the flywheel at one point because the harmonic was off of top dead center so fingers crossed we get it figured out. thanks everyone for all the help

Did you read the instructions that would have been with the remanufactured starter? I'm sure the instructions would have described the procedure to add shims between the starter and the engine block. That is why the starter "connected with the flywheel at one point". There is no reason to rotate the engine to "top dead center". That has nothing to do with the installation of a starter.
