H14 Diagnostic Code - Digital Display Coolant Temperature

First time posting here and have utilized plenty of posts as a non-member. So thank you everyone for all the help.
1993, LT1, ZF6 Speed
I have a diagnostic code “H14 - engine coolant temperature (ECT) sensor - possible circuit high or shorted sensor”.
Additionally, my digital display reads 142 degrees Fahrenheit all the time. I’m concerned this might be affecting cold starts and timing/fueling.
I have replaced the ECT sensor and tested 5 volts on the wire side of the plug with ignition on.
There’s a second ECT sender between cylinders 6 and 8, however that is the sender to the gauge which is functioning properly.
Does any one have any insight with a problem like this or code 14?
I had a 15 code for low voltage from the CTS and repaired by replacing the CTS sensor on my L98. The problem was causing issue that when engine warmed up it would just stay rich and stall. I don't know if your LT1 would be similar, but I'm sure someone will jump in and advise.
