Just wanted to follow up on the high idle, I would like to share with everyone who helped but not sure how to navigate real well.
So i used a 5 gallon bucket a long with a honey bee smoker LOL, I put a glove over throttle body and propped open and ran a hose to one of the fingers from the 5 gallon bucket, I then filled bucket with smoke and used compressed air real light pressure to check for vacuum leaks which showed the EGR to be leaking. The best part is when I pulled the plentium I got really happy to see no gaskets what so ever LOL, My 89 c-4 now runs like a brand new one. It starts up around 1250 to 1350 and then drops to 900 and purrs like a kitten. It is very fun to drive now, So Thanks to all who had input!!!!
aklim it was your massive air leak comment that made me determined one way or another to find a vacuum leak if there was one.
The kid I got car from was an IT guru and should probably stay away from mechanical things LOL.
Thanks Again and sorry for not following up sooner I have had it fixed about 2 months and just remembered the forum to follow up.

Say WHAT?? He just put the plenum on WITHOUT gaskets? I don't follow. He took it out and saw gaskets and decided to put it back, not even with the old gaskets but deleted the gaskets?

I'd still get that scanner. If you are keeping the car, you are going to need it. Next time the smoke bucket might not be enough. I'd get it before the next time comes along.

Isn't 900 a little high for a stock car? Is that with everything but the motor off and after it is in closed loop?

To explain a with a little more detail. So the kid had the cylinder heads reworked and when he or who ever did the work they just left the plenum gaskets out when reinstalling top end is all I can figure. There was no gasket sealer nothing. The ECM has a moates eprom installed and I can check codes with laptop. At cold start I am getting the 1250 to 1350 and then 900rpm. In closed loop it idles around 700
