Do you even think it does even change anything? People see, or more accurately, feel increases because they are looking to feel something and the filter provides the vehicle. I deliberately ignore what the butt dyno feels because at best, it is wrong and at worst, unreliable.
Vs a dirty filter there will be a change (dyno proven on most vehicles.) But the change is no greater than just putting in a new paper filter. Even if it adds a true 15 hp... you'd never be able to feel that... you're talking a 5% change... butt dyno lies and isn't that sensitive. I'm pretty good at feeling changes because I know my cars so well but even still, I back it up with data logs to make sure. Usually when I feel a change it's pretty serious though... ie way more than 5% I'd say.

We did get a 10 plus HP between a filter and no filter but that was w 383 making 420 RWHP. Obviously, running the car without a filter is not good but there you have it. Since I have the hood scoop because the HSR doesn't fit, I ran a K&N conical filter attached to the TB
Cutting the stock lid will yield a few HP but only when your foot is on the floor. Under all other conditions, the throttle body/throttle valve is the real intake restriction. So don't bother cutting the lid or wasting your money on a CAI. If you want to increase power, follow the other suggestions: headers, cam, etc. Even a proper dyno tune will yield better results than a cut lid, assuming the tuner knows what they are doing LOL.
