After towing the vette to the house, I was untying and preparing to reverse it off the hitch. Emergency brake was set during tow. I went to release the emergency brake and originally felt resistance. Emergency brake light stayed on. I pulled the lever back up but no resistance. I pushed the lever back down and no resistance. Brake light still on.
I began looking through Hayne Repair Manual and found a section (9-7 and 9-8) for removing the parking brake automatic adjuster and the parking brake cable. I am not mechanically inclined and not very familiar with cars so I wanted to be safe and reach out before I even attempted to do any of this and injure myself.
Does anyone have suggestions prior to me starting to remove cables? Could I be operating the emergency brake lever incorrectly? Could there be a simpler fix? How do I know if emergency brake is truly engaged or if the light is just on? I don't want to drive it to test if I feel any drag unless that's the only way to tell if it is in fact engaged.
I didn't notice the emergency brake on when I purchased it, but it is now on.
If you're new to the C4 and you've never used the parking brake before, it'll be confusing. So my apologies if I assume you don't know how it works and you do, but assuming you do not, pull up on the handle until you just feel resistance. Now hold down the button and pull up a click more. Suddenly you'll feel the weight of the parking brake assembly. While still holding the button down, move the handle back down to the floor.
The parking brake is designed to lock without locking the handle in the upright position so that it does not get in your way when you try to exit the car.

Thank you for explaining how to properly use it because I did not know there was a special way to use it. I will try this and report back!

It worked! Glad I was operating the lever incorrectly opposed to something being broken. I have no shame in admitting I am new to all of this, so thank you for explaining something simple for those of us who don’t know better.
