Default 1984 Corvette Filter and Accelerated?

Hello C4 community!
My dad and I recently bought a 1984 cross-fire injection corvette, but we've been having some trouble getting it to pass smog. When we took it to get its smog check, we were told by the mechanic that the car had two issues that he thought we should fix before testing it.
The first is that we're missing some sort of filter on the passenger side of the engine. I attached a picture to show what I'm talking about. I was wondering if anyone knew what needs to go on that hole circled in the picture?
Second, we were told that the car was "accelerated." I'm not too sure how to explain this. The issue occurs whenever you start the engine. It sounds like someone is slightly pressing the gas pedal even when no one is, which is why I describe it as being accelerated. I was wondering if anyone had any suggestions or ideas about what this might be?
I got this information for free at the smog place, which is why it sounds so general. I plan on taking it to a mechanic, but I wanted to know everyone's thoughts on here first.
My main concern is with the first issue since my dad and I have not been able to find any information on what that hole might be. I was only able to find some information regarding the CCV filter, but I'm not sure if I was heading in the right direction.
Any help is appreciated! If anyone needs more explanation just let me know.

Update: It seems that at least the corvette's valve covers aren't stock, which may mean the engine isn't either. I also wanted to say that the oil fill on this corvette is on the driver's side of the engine. I attached more pictures to show this. Pictures 4 and 8 show the driver's side of the engine. Picture 6 is just another angle of the passenger's side.
I know I put a lot of pictures but I wanted to make sure you can all get a good visualization of what we're working with. My concerns noted above still stand, and if anyone has any idea of what that hole may be please let me know. Any help is appreciated!

On a stock engine the circled part is the oil fill.
