The "problem" is that the F45 Real Time Damping System was a 1-year-only option on C4 just 1996. These shocks are no longer manufactured and finding NOS units or still working used units is difficult and expensive.

I have a set of OEM Bilstein and read that they don't rebuild shocks that come with the car vs an aftermarket install. Could that be true? I thought I saw it on their website

I believe that you are correct. They will not rebuild the OEM units but if your OEM units go bad and you purchase a set directly from them (after market install) they will rebuild those units.
Save money, go to RockAuto, and order Bilstein 24020534 (front) and24-020541 For the rears. Orielly can also order them These are if you don't have adjustable ride suspension (z51).
I'd you do have z51 suspension they also have shocks for that too.
I have a 96 with or had the one year only shocks. only 35k miles on them. I change out the whole suspension to the ride tech system coil over, sway bars..... way better ride and fun at the auto cross events.
