Is it the same on both sides?
If you disconnect all injectors, both fuses and the ECM, then you should have four isolated ilands that don't have any connection to anything else.

With everything unplugged...
One side with nothing is correct. (key on or off)
On the other side you get a connection to ground both with key on or off.
If you measure on the fuse sockets with everyting disconnected. Both fuse sockets should be the same. One side should be red with ignition on. Other should have nothing regarless of key position.
It fuse sockets check ok then you should measure both injector pins on the ECM harness. My guess is that one of these also indicate green. In that case you have a short to ground somewhere,

D3 pin to ground is 00.8
D10 pin to ground is 00.9
key on ecm unplugged
c2 pin and b6 pin 2.08 volts
c2 and a 1 3.40 volts
