In my 1985 C4, is this the fuel pump relay? This is located on the fire wall on the drivers side next to the intake manifold for orientation.
If so, do the wires on this connector look bad to anyone else?
Do they need to be re-pinned or simply install a new connector?
This one appears to have 5 wires, with five terminals, though many of the after market ones seem to have six wires with five terminals. Which is the right one to get if I have to buy a new connector?
The insulation shrinks on early C4 wiring.
what i did, was to get ultra black sealant (gasket sealant) put sime on the wire in question, and get some blue masking tape, and roll it into a tube over the wire about 3 inches away from the exposed part, and slide the tape up over the fresh sealant, and let it dry overnight.
then peel the tape iff the next day.
couple tumes i had to slice the tape with a razor blade and pick the tape pieces off.
wires end up with a durable coating right out of the plug
So I take it from your answer that that is the fuel pump relay? Secondly, are you thinking that the connector wiring is OK it just needs to be re-insulated?

You need to confirm the wiring colors to actually confirm it's the FPR, if the car were a 4 + 3 the overdrive relay is next to it. Judging from your snapshot the wiring is 'NOT OK' and needs a much better repair vs just re-insulated. A connector, terminals and proper assembly would be preferred. The condition of the wiring insulation would dictate a proper repair.
