When the hood cable is properly in and adjusted the tip you're missing is just a retainer to hold cable in spot, if you wish you can probably put some Epoxy in it's place.

. With the set up you have you need to remove the hood cable from its clip and then loop the arm and then reconnect the factory cable. Be careful with that clip finding it might be hard to find.

Yes, only for the simple fact that either side can fail, and you won't know which side will go...until it does. Although there can be different reasons for a latch release failure, my experience has been the retaining clips that attach the cable to the latch mechanism snapped.
