ECM getting hot with ignition off..

ECM getting hot with ignition off..
With ig off my 165 ECM is getting warm to quite warm. Not hot to touch, though.
With ig off I have disconnected both ECM plugs and have 12 volts on two terminals that I don't understand.
C1, green/white, Fan Relay Control, and D12, black, Burn Off Relay Control.
I have swapped out both relays but have same result.
When I start the engine it fires right up and runs well. The thermo fan cuts in/out as it should and I have no codes.
I keep disconnecting the battery in case the heat will do harm to the ECM.
Can someone please shed some light on this?
