Is it stuck in the up or down position? In either case put some silicon lube on the mast, or drip some on top if in the down position. Once it begins moving normally give the shaft a good polish and lube.
If the mast is broken internally you can find good vids on replacement.

The mast should not move easily unless broken from the gear inside the assembly, IMO.
I think replacing the antenna assy. in your '93 won't be a terrible job, like it was on my '88.
