not sure on the decoder but on my 92 the relays are lined up just under the driver and pass feet just under the lip of the dash. try to switch the relays with one and another, they are most of the time the same and are interchangable. another possible cause is the neutral saftey switch or the clutch petal switch(MANUAL TRANS). :flag

On my '86, Starter Enable relay is behind the center I/P, easiest acces is by taking out the radio/HVAC control. The VATS decoder is between the center I/P and the ECM (which is under dash on passenger side.)
