Default 95 Corvette surging... please help

Hey everyone, I have a 95 corvette that I have been working on for awhile. For starters its an automatic lt1 with a cc503 cam, 1.6RR, LT headers, full exhaust, EGR delete and mail order tune. I had kept the stock converter after the swap and didn't really have any issue other than cam surge.

I decided to take the jump and put a stall converter in my car, purchased a 3200 stall converter from a reputable company, I am not here to slam this company, but the converter failed after only 200 miles. Lockup was stuck engaged and every time the car was put into reverse or any drive selection the car slammed into gear and stalled the engine. After a very frustrating argument with the company I decided to put the stock converter back into the car and sent the converter back to the company and they claimed nothing was wrong.

With the stock converter back in the vehicle I have reverse, engages like normal and car backs up, however when put into drive my car idles very strange, surges low rpm then starts to pull through the brake surges back down RPM and stall unless I release the brake. I did notice the transmission fluid level is too low and I plan to fill up before really taking the car out for a drive. I attempted to clean the IAC because the car is idling rather high which is new but the battery was unplugged during the entire swap.

I am very discouraged by this entire encounter because the company didn't stand behind their product, I returned the converter which clearly had an issue, they claimed it did not and would only refund 80% due to a restocking fee, this was an 800 dollar converter, plus fluids, plus installing a cooler, and temp gauge based on their suggestions. I am afraid that this converter harmed the transmission in some way which was rebuilt 1.5 years ago for quite a bit of money with upgrades for the cam swap and increased HP.

Can the low fluid level cause this surging stall issue that only happens in forward gears? Am I missing something else? Please any insight is highly appreciated!

You have the factory 4L60e trans correct.
Who sold you a TC.
as of 1994 the PCM computer controls the electronic transmission.

The torque converter is no longer stuck engaged. If I don’t hold the brake down the car will slowly roll but the rpm are too high. When I hold brakes the rpm drop 400 then bounce up to 1100 forcing the car to pull and then dropping again to almost stalling.

So clearly I made a mistake because after starting the car today when I put the car into D or R the car bangs into gear and stalls out, leading me to believe the lockup is stuck engaged again. What would cause this issue? I thought with the PWM it wasn't really possible for a faulty TCC solenoid to cause this issue. Any advice? Is it possible that my TCC failed stuck open causing the converter to be locked?
