It actually could be/likely is a stud for the plenum tube and what appears to be a sparkplug retainer is actually for accelerator cable & cruise control cable.

judging by the fastener where would it go?

2nd location I believe in the plenum tube to the plenum on the drivers side.

The plastic comes off that stud. You just need to pull it off. Then you can use a deep socket (10mm if I remember correctly) to tighten it.
