Without going into too much detail, a higher stall converter allows the engine to rev higher, where there's more power available, before it forces the wheels to spin. Its kind of like releasing the clutch on a manual transmission car at a higher RPM. If you use a quality converter and stay conservative on the stall speed, the drivability characteristics won't change much at light throttle. You'll get a more powerful launch (and have more traction problems) under heavier throttle.
Supposedly a stall speed 500-700 RPM below your torque peak will give the best performance. Stall speed is not absolute, but will vary depending on the engine's torque output. The factory converters usually stall around 1400 to 1600. 2000 to 2800 is usually good for street performance.

it doesnt allow the engine to rev higher, but allows it to rev quicker.
an example.....if im riding along at 1600 rmp, and mash the gas, my rpm will instantly go to 2600 rpm, putting me in my power band faster. As the tranny shifts, engine rpm will stay above 2600 rpm, KEEPING me in my powere band throughout the run.
with a lower stall..... say 1400......... the engine has a slower "climb" into the powerband
