Default 1985 fan working but not cools enough.

Hi,
My 1985 cooling specs are as follows:
160F thermostat, Dynamic EFI ECM ( my fan kicks @ 176F), new fan motor, old fan relay (never replaced it), new Champion radiator with no debris (was replaced 01/2021).
There are no issues while driving highways (above 50 mph), usually around 170F. Of course, uphill the temp rises up to 190F.

The issue begins while traffic or standing. The fan is working but the temp rises. last Friday I went to a hot place (103F) and the engine temp went up to 240F while standing. I must add I got the same symptoms with the old fan motor.
Can a fan switch cause it? is there a weak fan relay ?(the one behind the battery) or a relay can be just ON/OFF?

Check out the Flow Cool water pump. Pump turns at a higher rate than stock and will help keep the engine cooler. Did that to my 85 and a world of difference.

With the fan running does a rag stay sucked up to the a/c condenser?

The airflow is right. I'll check the current/voltage while the fan is engaged. maybe it's not enough.
