Symptoms:
- Pedal travel when engine off or on is about 2.5-3.0”
- In gear (R or D) have to stand on the pedal
- At idle, plenum vacuum wavers around 40
- At idle with booster vacuum line pinched, vacuum is 50 and steady.
Does that mean I need to replace the booster? Can it be repaired?
Vacuum wavering around 40 Vacuum solid at 50 with Booster vacuum line pinched
Couple of easy tests, with car off pump up the brake and hold. You already proved you have Vacuum
Start the car does the pedal drop yes or no
if yes the booster still has Some life left in it.
next with car running door closed rest foot on brake litely, is there a very noticeable Hiss if yes it's Dead time to find Booster.

no drop. That confirms for me. Just going to buy a new one, be done with it. Thanks @s carter
If you get a plastic one make sure that when you put the master back on that it slides all the way down to flush with booster, no draw it down that last little bit otherwise it to will crack in a year or so and don't over tighten it No Super Wrenching
If the master doesn't sit flush file/Dremel the master holes the hair needed
