I have a 1996 C4 Corvette. The VATs system is messed up. The ignition was changed out but still wont start. I am wondering if a new ECM will be able to bypass the VATs system and start the car?
NO ! If the CCM/BCM is original you might take your registration and ID to a GM dealer and ask that they do a key code retrieval for you. Most dealers charge for the service and some locksmiths subscribe to a similar service. That retrieval would include generally a 2 letter code for the VATS resistance. First try would be having the code of your new cylinder cut on the matching key blank for correct resistance. If that failed then there's other options. A '96 has a PCM and I don't believe a new PCM would accomplish what you want. You have a NO CRANK after turning KEY to CRANK? Do you have a solid ON SECURITY light?
Yes I have both NO Crank and solid ON SECURITY light. I already had a locksmith try to program the key and it did not take. So kind of got a useless CLEAN SWEET car UGH!

Is the car registered/titled in your name? If yes then do the dealer KEY request and assume the CCM is original, get a key that matches the resistance the 2 letter code designates and have the locksmith you've already paid it seems to cut that key!
There are a number of ways to disable the VATS system doing a Search here on the Forum will produce many results. What I consider the best way is to have Your ECM re programed to not need a VATS. Different years of ECM''s use different means of achieving this.

Not sure this true. I have the JET DST and the VATS can be programmed out. I have not tried it because I have my correct factory keys but it is certainly a parameter that can be disabled in the JET program.

Correct, but the VATS also deals with the CCM and requires two way communication.
A recent case where somebody has tried “tuning” it out of the ECM.
