Yes it does. It's designed to fit into the fuel tray at the bottom of the tank. FSM should show the correct pointing angle or someone here can post an image.
I got a FSM pdf and searched for fuel pump strainer. I found two pictures (below) and the text in the removal section just said to note where it was pointed when you dissemble it. The two pictures show it side to side, but this being a drawing instead of a photo might just be a short cut to save ink lol.
This actually makes sense just from looking at sender and looking in tank. the FSM is not helpful and google search shows pictures pointing different directions.
