Are both ends (near your thumb) finished so that it would maybe slipover a hose or wire cable conduit or is the open space a 'bust'? Is there maybe a part number or other information on it?

That’s my thought as well. Just a cable or hose support. It must not be too important as it most likely was existing unbolted.
Im not too concerned about it

On a side note, changing the driver side opti plugs is a huge PITA lol
I’m sure most of y’all knew that already though.
I’m utilizing the fact that the exhaust is out and I can reach the front of the motor that way. Routing the wires is the worst part

It's a upper radiator hose support, it goes on the top right cooling fan bolt near cap.

In his hand it seems quite small to be that?

I had the same thoughts, but it is so similar all the way down to capture bolt, maybe it's an odd angle against a large hand
The key is it's size is it 2.5"+- inside that would grip the hose

it does fit over the upper rad hose. Not seeing where it would bolt into.
