Tight enough so they don't come loose and not so tight you strip them. These are not critical bolts. You will have to travel some distance to find an automotive tech that works with a torque wrench in his back pocket.(dozens of them on Youtube. Not one of them cuddling a torque wrench.) Head bolts. valve bodies and the like - yes. Anything else - experience.
