My daughter recently bought a 1990 Corvette w/53k on it . It has the factory exhaust on it and it’s quiet. She has a limited budget and is looking to just upgrade the mufflers for a deeper muscle tone. It seems like all the players Borla, Magnaflow, Corsa, Flowmaster etc only sell systems such as axel back, cat back etc. what mufflers would be a good fit for budget and sound.

Just changing the mufflers won't really do much to improve the restriction and make it any louder, so most people at least do the catback. Flowmaster makes several that a shop can weld into place for not much money.
Sound is subjective, you have to hear a lot of them to make a choice. Borla and B&B tend to make deeper tones but you run the risk of resonance and drone at 2000rpm cruising, especially in a coupe.

It may not be the tone you're looking for, but my 91 has a corsa catback (stock headers) on it and I love it. Besides it sounding awesome the tips look really good to me.

2" duals will support 330fwhp. That's above the level of the L98 AND the car being considered for an exhaust swap. Dynomax makes a single-in/dual-out muffler "turbo" muffler for $100ish that will keep the dual tips look. MUCH MUCH cheaper than big name axle-back swaps mentioned above. With lower restriction, the Dynomax will sound better. Next up Magnaflow has a similar offering (single-in/dual-out) muffler I would consider. (Actually, the Magnaflow might have a slightly smoother GROWL. The Dynomax lacks packing AFAIK.
I don't particularly care for Flowmaster as their chambered mufflers often fare poorly in flow tests. (Flow FX are good though). Chambered mufflers sound decent tough. For stock power levels, they are fine.
If I were the OP, I'd play some Youtube videos for "C4 Corvette ?????" where the questions marks are the brand(s) of mufflers you might consider. With a GOOD sound system, you'll get a good idea what each brand sounds like.
The options I mention should come in under $500 (including installation) compared to many options over $1000, $1500, $2000 and up.
OH YEAH....My first aftermarket mufflers were "targa" mufflers. They are very reasonable too....and will wake up the sound A LOT!!!
