Very good question. I can't see how putting an adjustable fuel pressure regulator could give you a gain in horsepower by itself. Doesn't the computer look at how much air is going in through the MAF and then deliver the proper amount of fuel. And monitor the exhaust to make sure all is correct? I can kind of see how it might be needed if there are other mods that need to be accounted for. Maybe I'm missing something here. Anybody else?

If i am not mistaken - the fuel regulator takes effect at WOT. The computer does not have the same control on the fuel system when at WOT. The regulator can assist performance by allowing specific control over the pressure.
If you do some searches, this has been discussed many times. When I was dynoing my car, the regulator did effect horsepower by +- 5 HP.
If you are stock, go for the convertor first. The regulator can always come later.
