I have an 85 that everytime I used the headlights while driving the car makes the sound like it would if the engine was not running with the headlights on. Its like the car doesnt recognize it has has the engine is running. Another issue is the check engine light is on constantly.
I have recently been in the steering column replacing blinker and cam but but tested the lead wires to know continuity exists until the key is in start position so I don't think it related to that.
I put new LED headlights in a while ago and it didnt do it back then.
Things i have done sinse then:
* Put on new lighted sun visors utilizing a wire at the top of the windshield side Pilar.
* Tried to wire up backup camera to new radio but it is not working. I tapped into reverse light lead wire.
Planning in removing door panels (they have been off and on) to see if there is an issue there with the unlock electric. i assume that the lock mechanism is in a open line state when the electric is disconnect, meaning the sound will stop if it is the issue, correct?

I don't understand what you mean by "car makes a sound like it would if the engine was running with the headlights on". In regards to the engine code, easily determined what is throwing what the issue(s) are by just pulling the code(s). There are numerous threads on how to check them using a paper clip. I've never had to do it that way because I have a scanner that reads obd 1 and 2..
You have the early style headlight motors. If the headlight motor keeps running you probably have a broken or stripped gear. The gears are plastic and are easy to change.

I probably wasnt clear but the car makes the chime noise you get when you turn on the headlights with the engine off when the engine is running. The headlights flip over when turned on and off without issue.
I did buy a cheap ODB1 reader for the car. You plug it in and it gives you a code 12 which it says it's learning the codes. Once it is finished with the code 12, the only code it provides is a code 33. If I remember the code it says the there was a misfire that has been read but the mass air flow censor. I remember reading thinking are you giving me the root cause or a symptom to focus on. I did buy a mass air flow sensor and the car barely ran at idle so I took it right out.
