Did you hear the fan speed change, also the problem with the vents can have several layers of problem, it could be as simple and cheap as a vacuum source at engine off or broken or be a corrosion/Blown Capacitor in the AC Module mounted on firewall Left side against the "A" Pillar

I do hear the fan speed change...I mean i said its low on 10 but in all actuality it blows alot harder thru the heat and defrost vents than it does thru the ac vents, but I will check the capacitor.. Appreciate the help

I got a kit from batee.com and repaired that controller myself. It's up under the dash on the driver's side. If you can solder you can fix it with the kit from batee. And check the incoming and outgoing vacuum lines first.
